PP-324 [#2203] Convert and/or refactor OIP paragraph modifiers to NLDS

remove the modifiers (compact, centered, small, muted) and make them part of the design-tokens as new --oip-nl modifiers so that they may be used inside the shadow DOM.

maybe in some cases the designs need to be changed
(are we allowed to use text smaller than 16 pixels?)
