Handle zero-fee commitment channels in zero-reserve tests

In zero-reserve tests, we currently assume all anchor channels allocate 660 sats to the anchors. This is not true for zero-fee commitment channels, so the zero-reserve tests will need to be updated when we ship zero-fee commitment channels.
