Keyboard short cut for rotating image doesn't work

What Happened?

I opened a photo and pressed Ctrl+R - nothing happened except that the icons at the bottom of the window flipped

The photo should rotate

Classic Session (X11, This is the default)

Pressing ctrl will change the direction of the rotation, that is what is indicated when you see the icons flip at the bottom.

To rotate the image using the keyboard one will use the brackets - [ and ] .
As seen for example here in the key press event handler
