Enable Gitea/Codeberg pull requests on hosted.weblate.org

Describe the problem

Please enable the "Gitea Pull Request" VCS option on hosted.weblate.org.

Even though the docs mention that Gitea pull requests are supported, the option doesn't appear in the VCS dropdown on hosted.weblate.org.

Solution brainstorm

The weblate user already exists on Codeberg for direct pushes. It probably only needs some config change in hosted.weblate.org to enable pull requests?

Describe alternatives you have considered

• It's possible to push changes directly into a repo by giving the weblate user on Codeberg write access but I would prefer to continue using pull requests like on Github.
• Codeberg also offers their own Weblate instance which does support pull requests. I'd rather save the effort of moving there though.

I'm trying to move my projects from Github to Codeberg but I'd like to keep using hosted.weblate.org for translations.
